Referral Programs
Employment programs available
The following government programs require a referral from our agency. Applicants must be working with an employment consellor and have a Back To Work Action Plan (BWAP) which identifies the need for referral to an additional program.
- Skill Development Employment Benefit (SDEB) is an employment program of Human Resources and Social Development Canada (HRSDC) that provides financial assistance to eligible individuals to help them obtain the skills training they need to obtain employment.
- Targeted Wage Subsidy (TWS) is an employment program that helps individuals who are experiencing difficulty finding work, by providing temporary wage subsidies to assist employers to hire them. Normally, the subsidy will lead to permanent employment.
- Targeted Wage Subsidy Youth (TWS Youth)
- Self Employment Benefits (SEB) assists unemployed eligible individuals who are creating jobs for themselves by starting a business.
- Opportunities Fund for Persons with Disabilities
Eligibility Information
You may be eligible for SPONSORSHIP to training if you meet the following eligibility criteria;
1. receiving Employment Insurance (EI) Benefits; or
2. have received regular EI Benefits in the past three (3) years; or
3. have received special benefits EI Benefits in the past five (5) years (maternity, sickness, parental etc.)
**Individuals interested in applying for SPONSORSHIP to training MUST be actively working with an Employment Counsellor through their local Employment Assistant Service agency.

- Job Creation Partnership (JCP) is designed to support projects, creating jobs that will provide unemployed, insured participants with opportunities to gain meaningful work experience
Eligible participants are in one of the following circumstances
a) unemployed ("insured participant") which means that you are an individual for whom an EI claim has been established or has ended within the 36 months (3years) prior to the date of requesting assistance
b) an EI claim that included a maternity or parental claim established within the 60 months (5 years) prior to the date of requesting assistance
- Labour Market Partnership (LMP) is a project that encourages and supports employers, employee and/or employer associations and communities in developing and implementing strategies for dealing with labour force adjustments and meeting human resource requirements.
Funding may be provided to cover overhead costs such as wages and employment costs, research or technical studies, and other related costs and eligible expenses negotiated with program officials.
- Employer Sponsored Training (EST) is an initiative to help employers avoid laying people off as a result of changes in their workplace
Eligible employers are employers in one of the following circumstances
a) Reduced business activity;
b) Significant changes in market conditions; or
c) New legislative or regulatory requirements for workers.
- Community Development Trust Fund is a three-year initiative helping forest workers, their families and their communities get through challenging times in the forest sector.
The Trust creates new job opportunities, helps laid-off workers upgrade their skills and smoothes the transition of older workers who want to leave their forest sector jobs, creating new opportunities for more junior workers.
The Trust has three programs and this site provides information on how they work, who is eligible and how to apply.
Transitional Assistance Program ~ Over 55 and wanting to leave the forest sector? Apply for assistance to help make the transition, creating an opportunity for a more junior worker.
Tuition Assistance Program ~ Laid off and looking to upgrade your skills or education? You may be eligible for up to a year of assistance with tuition and books.
Job Opportunities Program ~ Are you a community, organization, forest licensee, or contractor wanting to create short term jobs in a forest dependent community? Funding is available.
- Assessing - Planning - Training (APT) is a program for forest workers who are currently working more than 20 hours per week. Forest related workers who are not EI eligible (owner-operators or contract loggers). There is a possibility of training dollars.
